COLONEL MICHAEL R. MOYER
Colonel Michael R. Moyer assumed the position of Vice Commander – North, Middle East Region of Civil Air Patrol on October 6, 2018. He is responsible for assisting the MER Commander, Col Bruce Heinlein, in leading the region’s nearly 8,000 members. He serves on National Staff as an Aviation Advisor to the National Headquarters Director of Operations, and was formerly the National Headquarters Standardization and Evaluation (DOV) officer.
Col Moyer began his CAP career as a cadet with the Crusader Composite Squadron in Dallas Texas in 1984, later transferring as a cadet officer to California Wing where he earned the Earhart Award and the rank of CAP Cadet Captain, participating as part of the California Wing Cadet Integrated Leadership Program. In 1993 he transferred to Florida Wing and served as the Squadron Commander for the New Smyrna Beach Composite Squadron.
In 2000 Col Moyer moved to Kentucky where he served on the Kentucky Wing Staff as the Wing Standardization and Evaluation officer for ten years. He has served on staff at National, and Wing level cadet encampments and special activities, and has served in operational roles for the National Mission Aircrew School at Camp Atterbury Indiana, and as an instructor at the National Cadet Flight Academy in Oshkosh, WI.
Col Moyer has worked as an employee at National Headquarters Civil Air Patrol as the NHQ Chief of Standardization and Evaluation. He is a rated CAP Command Pilot, and is a highly experienced Check Pilot Examiner, Mission Check Pilot Examiner, and Cadet Orientation Pilot. He has also participated in Search and Rescue operations in various roles, including a Ground Team Member and Incident Commander. He holds Master ratings in both Cadet Programs and Standardization and Evaluation, as well as a Senior rating in Aerospace Education.
Col Moyer was awarded the Distinguished Service Medal for successfully serving as the Commander, Delaware Wing, from June 2014 through June 2018. Under Colonel Moyer’s leadership the Delaware Wing exceeded national goals and regularly placed in excess of 200 hours per airframe each year. Under Col Moyer’s direction, wing pilots flew more than 3,500 hours without a mishap and garnered a top ten flight productivity rating in 2014, and in 2015. A staunch supporter of the cadet program, Col Moyer was also instrumental in creating a continuing Orientation Flight program involving pilots and aircraft from numerous units to provide weekend long orientation flight events. The Wing Aerospace Education program was complimented by external outreach activities including support for air shows and aerospace education events, and in delivering CAP STEM materials to educators. By implementing a financial assistance program for higher level Professional Development courses, the Wing has seen a substantial increase in completion of Level IV and V of the Senior Member program.
In his professional career, Col Moyer holds FAA ratings as an Airline Transport Pilot, Flight and Ground Instructor, and participates as an FAA Safety Team representative. He held the position of Instructor/Examiner, along with Program Manager of the Gulfstream V/550 corporate jet, with FlightSafety International, and is currently an Airline instructor pilot with Piedmont Airlines, with over 9,000 flight hours.
